| Abstract: | De Miljoenennota 1991 schiet te kort in zoverre het de afwegingsfunctie van de begroting betreft. belangrijke beslissingen worden uitgesteld tot de 'mid-term review', in het voorjaar van 1991. Ook zijn vraagtekens te plaatsen bij de presentatie van de cijfers over de collective-lastendruk en bij diverse voor 1991 getroffen maatregelen. bovendien zal de vergroting van de doelmatigheid van de overheidsorganisatie niet zo gemakkelijk tot besparingen leiden als het kabinet veronderstelt. |
