|Abstract:||Many water authorities use a serial implementation approach of planning, design,
construction and, operation and maintenance. In many cases the order results in an efficient process. However, friction occurs in complex processes. Then, the serial approach can contribute to bottle necks en delays in the implementation process.
Interactive Implementation is well-considered coping with complexity. Complexity is not reduced, but receives a prominent place in the process. Complexity offers opportunities for creativity and innovation. Characteristics of Interactive Implementation are: a parallel integration of process stages; a balance in an open planning process and decision making; and the acceptance of uncertainties.
Three case studies and a simulation game were used in researching the principles of Interactive Implementation and their contribution to the effectiveness of the implementation process of complex water projects. All resulted in lessons learned. These lessons learned were used to develop a set of aspects for consideration when using the concept of Interactive Implementation.
This research shows that Interactive Implementation can be used effectively for implementing integrated water projects. Implementation can be more flexible and adaptive. Every situation demands a tailored approach for success. Interactive Implementation does not provide a guarantee for success, but the deliberate use of (elements) of Interactive Implementation applying it carefully does help to improve the effectiveness of the implementation of complex integrated water projects.
