Abstract:In December 2004, the Netherlands Ministry of Education, Science and Culture asked CHEPS to undertake a two-part project: (1) a survey of international practices and experiences with respect to academic research output measurement and its use for national policy-making in higher education; (2) preparing an expert meeting to test whether a system of output indicators is feasible to inform policy-making in the Dutch context. For part 1, six countries were studied: Australia, Flanders, Germany, New Zealand, Norway, and the United Kingdom. For part 2, some 20 experts from the Netherlands were invited to a meeting where they were able to express their views on the matter of performance measurement. For both parts, performance is understood in a broad sense, that is, encompassing not just academic research outputs like journal publications, but also research outputs in the sense of knowledge transfer and research commercialisation.
